Why this training manual?

 

Introduction

The aim of the training manual is to elaborate the legal, policy and institutional framework protecting children at the international and national level.

Policies, regulations and guidelines as well as structures are important for ensuring that children are adequately protected.

Child protection at international Level

 Children enjoy protection by way of general human rights provisions, and their relevance should not be underestimated. For instance the Universal Declaration of Human Rights, as the most prominent and fundamental UN human rights document provides in its Article 25 that childhood is entitled to special care and assistance.

Furthermore, the UN International Covenant on Civil and Political Rights, a legally binding document which came into force in 1978, contains provisions specifically referring to children.
